Special Enforcement
Special Enforcement Officers (SEO) handle calls for service concerning animals within the city limits of Lexington. See City ordinances for animals for more information.
The SEO has several other additional duties assigned, such as enforcement of the city’s inoperable and abandoned vehicle ordinances and parking enforcement in the downtown and residential areas.

Parking Enforcement
The Lease and Long Term Parking program are run by the Special Enforcement Division of the Lexington Police Department. The permits are based off of a permit holder’s plate, and requires no hang tag or sticker. The plates are read by Automated License Plate Readers (ALPR), and they are simply cameras that are mounted on the top of a vehicle. The cameras read the plate, and they take a picture of the vehicle. If that plate is registered under a permit, then the information will show up on the screen within the vehicle for the Special Enforcement Officer to view. Up to five vehicles are allowed to be registered under any given permit, but only one vehicle may use the permit at any given time.
If you wish to apply for a permit, you can go to this portal link: www.tocite.net/cityoflexingtonvapd/portal. You will select the permit you wish to purchase, and the information needed for the permit. That application will be sent to the Special Enforcement Division for review. If approved, you will receive a notification stating so. If your permit is declined, then you will also receive notification of this. You will have the option of paying for the permit online, or you may pay in person at the Treasurer’s Office. The information that is kept in the system for your permit may be altered or added by you at any time through the portal. Failure to update any information may result in a parking ticket.
The new system requires all information to be as accurate as possible. Any errors could potentially result in your vehicle being issued a ticket. Any and all renewals are up to the permit holder to maintain. If a permit holder fails to renew their permit, then their permit will be deleted from the system automatically. An email reminder will be sent to the registered permit holder regarding the permit.

Long Term Parking Program for Lots
Here are some details of the Long Term Parking Program for Lots:

Permits may be purchased on a first-come, first-served basis through the parking portal: www.tocite.net/cityoflexingtonvapd/portal

Permit allows driver to park in any reserved parking space between 7 a.m. and 6 p.m. in the lot for which permit is purchased.

Holders of permits are also authorized to park in Long Term Parking areas on the street. There shall be a limit of no more than two permits per business or one per individual.

The Lexington Police Department's Special Enforcement Division maintains a waiting list of potential permit purchasers. Interested parties should call 540-462-3722.

Permit holders are responsible for renewing their permits through the portal. If the permit is not renewed by the expiration date, then the permit will be offered to the next person on the waiting list.

Street Long Term Parking Program
Here are some details of the Street Long Term Parking Program:

Permits may be purchased on a first-come, first-served basis through the parking portal: www.tocite.net/cityoflexingtonvapd/portal

Permit allows parking for up to 12 hours in designated two-hour spaces along the streets on the periphery of the downtown for the Employee LTP permits. For the Resident LTP permits, it allows a vehicle to park for up to three (3) days in a permit zone. Parking signs in the designated areas are marked with a red "LTP" in the upper right corner.

Only those individuals residing and/or working in Lexington's Central Business District are eligible to purchase Long Term Parking Permits.

Permits are sold on a first-come, first-served basis at a rate of $160 per year through Lexington Police Department's Special Enforcement Division.

A maximum of two permits per business or one per individual will be sold.
Houston Street and Diamond Hill Residential Permit Parking
All residents of Houston Street, North Randolph Street, and Diamond Street are required to have a residential permit if parking in the permit zone. This area is marked with signs stating that a permit is required. There are some things you should know if you wish to obtain one of these permits:

In order to obtain this permit, you must go to the Lexington Police Department to request one.

You must bring documentation showing you either rent or own a home in the permit zone (Example: lease agreement or deed). A copy does not need to be given, the Special Enforcement Officer just needs to see the documentation.

You will receive a hang tag for each vehicle you own, and two visitor passes. You may request more visitor passes, but no more than four will be granted. This is the only type of permit that receives a hang tag.

This permit is free of charge to residents of these streets.

Any vehicle that does not have a permit is subject to a parking citation and having their vehicle towed.

This permit does not expire, and the tags are good for as long as the holder is a resident of that area.

If you move and no longer need the permit, please bring the hang tags back to the Lexington Police Department for reissuance.

City Hall Lot Permit Regulations

City Hall Lot Permit holders may park for three days at a time, and must move after this time has expired. Permit holders must be parked in the designated permit zone.

Only those individuals residing on Fuller Street are eligible to *purchase* a City Hall Lot Permit.

Permits are issued on a first come first serve basis. In order to register, you must fill in the required information and provide proof of residency online at https://www.tocite.net/ cityoflexingtonvapd/portal.

A waiting list of potential permit registrants will be maintained in the Special Enforcement Division office of the Police Department. Interested parties should call 540-462-3722.

A maximum of one permits per household will be issued.

Vehicles parked for five days without moving are subject to towing.

Permits are registered in the electronic parking system. The permit is registered to the license plate of a vehicle. A hang tag will be issued as well. All vehicle information must be correct. If incorrect plate information is given this can result in a citation for being parked in a reserved zone.

If the original vehicle is not in use due to car maintenance, accident, or other unforeseeable circumstances, please call 540-462-3722 to inform the Special Enforcement Officer of the situation.

If any contact or vehicle information is changed, the permit holder must contact the Special Enforcement Officer to ensure it is updated as soon as possible.

A permit holder must move their vehicle out of the lot if inclement weather occurs, or if other notices are posted on the lot stating they must be cleared.
